Based in Florida, David is a lead contributor to Mosaic’s fiduciary reviews, bringing over two decades of senior experience in public pension fund governance and practices. Mosaic’s clients benefit from David’s in-depth knowledge and experience leading pension governance, operations, strategy and innovation, risk assessment, information technology, and internal audit.
David has consulted to public pension fund clients both inside the U.S. and internationally. These included the North Carolina State Treasurer’s Office, New Mexico PERA and the International Seminar on Pension System Reform, Governance and Funds Management, a joint project of the State Planning Commission of China and the World Bank. His work resulted in recommendations on governance and plan design changes, strengthened oversight and risk identification and internal controls, and greater efficiency in operational practices.
David’s experience reflects a combination of the public and private sectors. As Chief Operating Officer of Colorado PERA, David was responsible for managing all aspects of member contacts and benefits administration. He assisted in the development of the initial Board governance structure at Colorado PERA and oversaw the development and implementation of the System’s operating policies and goals, in concert with applicable laws, rules, and Board-approved policies. In David’s previous role as Manager of Strategy and Innovation, he was responsible for the coordination of Colorado PERA’s strategic planning efforts and was the focal point for all special projects. David also directed the Internal Audit function of Colorado PERA for 15 years, which involved coordinating and conducting operational reviews and risk-based internal audits that included the adequacy of internal controls over investments, benefit systems, accounting systems, and system development. David has experience in evaluating business continuity structure, operational competence expected in an emergency, and proposed construction of a stand-alone business recovery facility.
Before joining Colorado PERA in the mid-1980s, David worked in audit-related positions with the Federal Energy Regulatory Commission from 1975 to 1979 and ARCO Oil and Gas Company from 1979 to 1986.
David co-founded the Association of Public Pension Fund Auditors to support professional development opportunities for public pension fund internal auditors. He also serves as an instructor in the Certificate of Achievement in Public Plan Policy (CAPPP) program administered by the International Foundation of Employee Benefit Programs (IFEBP).
David holds a B.S. degree in Accounting from King’s College, Wilkes Barre, Pennsylvania, and an M.B.A from the University of Colorado. He is a Certified Public Accountant and maintains active licenses to practice in Florida, Colorado, and Pennsylvania.
